What is the Connecticut Energy Efficiency Fund?
Created to address Connecticut’s increasing energy needs—and rising costs—the Connecticut Energy Efficiency Fund (CEEF) is an initiative to help homeowners and renters, small and large businesses, and state and local governments alike get in the habit of using energy more efficiently.
In the shared interest of implementing conservation measures that are energy-efficient, cost-effective, and easy to live with, the CEEF is the result of a partnership with the state’s utility companies and funded by a small charge on customers’ bills.
The Mission of the Connecticut Energy Efficiency Fund:
  1. To advance the efficient use of energy.
  2. To reduce air pollution and negative environmental impacts.
  3. To promote economic development and energy security.
The Connecticut Energy Efficiency Fund has a wide variety of educational programs, loans and low-income initiatives to help save energy, money and the environment. Funding for some of these programs is limited, and customers will be qualified for enrollment on a first-come, first-served basis. As described under each program, eligibility may depend on whether your electric distribution utility is Connecticut Light & Power (CL&P) or The United Illuminating Company (UI). Winter Heating Assistance Program


The Connecticut Energy Assistance Program (CEAP) is currently accepting applications.  The Community Action Agencies began taking applications August 2, 2010 so that households will be preapproved when the program officially reopens on November 1, 2010.  Please contact 211 infoline to find out where to apply in your area.  Updated eligibility requirements, poverty guidelines and application sites will be posted in Mid-September 2010.

General information:

On behalf of eligible households, the winter heating assistance pays for such heating sources as oil, natural gas, electricity, propane, kerosene, coal and wood.
Homeowners and renters may apply.

Households eligible for the winter heating program may also be eligible to receive weatherization assistance.  This can help conserve energy and lower heating bills.
The Connecticut Energy Assistance Program and the Contingency Heating Assistance Program are administered by the Department of Social Services and coordinated by regional Community Action Agencies, in cooperation with municipal and other non-profit human service agencies.
